IBPMS - Intelligent Building Plan Management System

Ease of Doing Business പോളിസി നടപ്പിലാക്കുന്നതിന്റെ ഭാഗമായി കേരളത്തിലെ നഗരസഭകളിൽ കെട്ടിട നിർമാണ അനുമതി അപേക്ഷകളിന്മേലുള്ള നടപടി ക്രമങ്ങൾ സുതാര്യമാക്കുന്നതിനും വേഗത്തിലും സമയബന്ധിതവുമായി തീർപ്പു കല്പിക്കുന്നതിനായി വികസിപ്പിച്ചെടുത്ത സോഫ്റ്റ്‌വെയർ ആണ് ഇന്റലിജന്റ് ബിൽഡിംഗ് പ്ലാൻ മാനേജ്മെന്റ് സിസ്റ്റം (IBPMS) . കെട്ടിട നിർമാണ അപേക്ഷകൾ പരിശോധിച്ച് ചട്ടങ്ങളുടെ ലംഘനം കണ്ടെത്തുന്ന രീതിയിലാണ് സോഫ്റ്റ്‌വെയർ വികസിപ്പിച്ചെടുത്തിട്ടുള്ളത് . IBPMS സോഫ്റ്റ്‌വെയർ നടപ്പിലാക്കുന്നതോടെ ചട്ടങ്ങളുടെ ലംഘനം സംബന്ധിച്ച ഉദ്യോഗസ്ഥതല പരിശോധന ആവശ്യമില്ലാത്തതാണ്.

IBPMS സംവിധാനം 8 അമൃത് നഗരങ്ങളിലും വര്ക്ക ല നഗരസഭയിലുമാണ് നിലവില്‍ പ്രവര്ത്തലനക്ഷമമായിട്ടുള്ളത്. തിരുവനന്തപുരം നഗരസഭയില്‍ കുറ്റമറ്റരീതിയില്‍ IBPMS സംവിധാനം പ്രവര്ത്തിപപ്പിക്കുന്നതിനാവശ്യമായ നടപടികള്‍ സ്വീകരിച്ചുകഴിഞ്ഞു. നിലവിൽ തിരുവനന്തപുരം, കൊല്ലം, ആലപ്പുഴ, കൊച്ചി ,തൃശൂർ, ഗുരുവായൂർ, പാലക്കാട്, കണ്ണൂർ നഗര സഭകളിൽ കെട്ടിട നിർമാണ അപേക്ഷകൾ IBPMS വഴിയാണ് സ്വീകരിക്കുന്നത്. കോഴിക്കോട് ഒഴികെയുള്ള എല്ലാ നഗരസഭകളിലും IBPMS വഴി കെട്ടിട നിർമാണ അപേക്ഷകൾ തീർപ്പു കല്പിക്കുന്നതിനുള്ള കർമ്മ പദ്ധതി ആവിഷ്കരിച്ചു നടപ്പിലാക്കി വരികയാണ്

INTELLIGENT BUILDING PLAN MANAGENENT SYSTEM (IBPMS)

IBPMS is an innovative building plan scrutiny and approval system developed by Dev Information Technology with the help of KSIDC for the purpose of rapid and timely disposal of building permit applications in the Urban Local Bodies in Kerala. IBPMS act as architecture engineering online software for e-Governance of building plans. IBPMS gives online approval for building plans and also monitor the approval process of building plans with associated document scrutiny and site visits .It can also be accessed by any person from anywhere and anytime with mobile devices also. It helps in improving the compliance, efficiency and effectiveness of the disposal of Building Permit Applications.

WHO IS IT FOR?

IBPMS has the ability to provide a single window for acquiring building permits, NOCs and clearances from multiple agencies.

THE UNIQUE FEATURES OF IBPMS ARE:

Before the introduction of IBPMS, there was no intelligent building plan management system in Kerala .The Sanketham software by IKM is not sufficient for the current needs .

1. IBPMS reads CAD drawings and produces scrutiny reports in a few minutes, mapping all the development control rules of the Authority to the drawing entities.

2. It automates the lengthy and cumbersome manual process of checking the development regulations, thus reducing paperwork and saving valuable time and effort for the Official in ULBs..

3. It helps in attaining e-Governance by maintaining digitized versions of documents.

4. It standardizes the building drawing plan process.

IBPMS implementation plan in Kerala

IBPMS online building plan management system was implemented in Thiruvananthapuram Corporation, Kollam Corporation, Thrissur Corporation , Kannur Corporation , Varkala, Palakkad, Guruvayur and Alapuzha Municipaities. We have prepared an action plan to ensure the implementation of IBPMS in all Urban Local Bodies except Kozhikode Corporation by December 2019.
